PS: I can log into my old Square Enix account, no problem there, but i just can't install the game without this confirmation code, thus i created a new account with a different eMail address hoping they will send me the code. I downloaded the game and started to install it but right at the start it asks for this confirmation code which should be send to me via eMail but it just won't come, perhaps that is also connected to their present technical problem and i hope it will be resolved soon. But that doesn't seem to make a difference with my problem. I too had a previous Square Enix account but never played any of their Online games, i had merely created an account. Out of country calls are very expensive over here and what ever i do to get to customer support (Tickets/Mails don't seem to work at the time due to some technical problems they haven't resolved since the 22nd of April this year) i just can't get through to them. However, me being in Germany the phone number you posted won't do me any good.

I hope this helps and we'll see you in game soon! I was on hold for approximately 10 minutes or so before I got to talk to someone. I'm not sure if there is a different one for your area, but this one worked for me. Any of the support links I tried clicking on sent me directly to the page with the phone number on it. I'm not sure if this is the same scenario you're dealing with, but it might be worth mentioning if you do contact customer service. I'm downloading all the patches as we speak (type?)! (who was awesome), found my old information using my current email address and changed my password so I could log in again. Since that old account was already activated there was no confirmation email sent this time.
It turns out that I had created a Square Enix account several years ago that I had forgot about using the same email address I used this time around.
I actually just got off of the phone with them and got my issue resolved. The number I used was (310) 846-0345, based out of California, USA I believe.
